BPAA MINUTES FOR MARCH, 2004
 
Meeting was held at 7:30 p.m. on Tuesday, March 23, 2004, at Brooklyn Park Community Center.
 
ATTENDEES:
*    Dede Boelter, Ed Ampe, Gail Corbett, Dave Corbett, Dave Gulbrandson, John Lundquist, Dan Williams, Mike Klein, Markus Carter, and Wayne Heuer.
 
SECRETARY'S REPORT:
*    Amend comment in the softball report to reflect Softball hopes to be a host city for the state tournament in a year or two; not this year.  M/S/P.
 
TREASURER'S REPORT:
*    M/S/P.
 
HARASSMENT POLICY:
*    Discussion of Softball's Harassment Policy which was distributed by Ed.  It's currently in place and handed
     out every year to softball players.
*    Right now we have a Code of Conduct for all sports.  Discussed making this Harassment Policy a part of BPAA's Bylaws.  Will discuss further next month whether to vote into place. 
*    Discussed whether we should have a parent and player review and then sign/initial the document. 
*    Should the Code of Conduct be on one side and the Harassment Policy on the other?
*    For consistency use the same document for all sports?  There would be slight differences - umpire/referee.  
     Use the word "official." 
*    Start using immediately.
 
SOFTBALL (Ed & Dave):
*    Registration is officially over.  About the same numbers.  More 8-10 year olds.
*    At issue is an 8 year old can't play in 10+ under if it's his/her first year.  Should be in 8+ under.  The first year
     is instructional.
*    Voted that committee members don't have to pay for their children to play.  Got more members as a result.
 
FAST PITCH (Mike):
*    Teams set up. 
*    Have almost enough for two teams at 16 yrs.  Trying to decide if should send some back to softball.  Don't
     want to cut anybody.
 
BASEBALL (Wayne):
*    A website guy called, wondering if there's any interest - Dave Friesen.  It's like EZScoreboard.  Will pass to
     Dave.
*    Regarding background checks - BCA wouldn't take authorizations cause they need a 501C number.  For all
     convictions and arrests it's $600.  To get convictions only is cheaper - obtain at this level.
*    Numbers are up this year to 550 (ahead 50).
*    Tryouts are at the golf dome this year.
*    Two traveling teams.
*    There was damage at the complex over the winter - wiring at the scoreboard, graffiti and to the dugout.
*    Would like to meet with Jay regarding the fields. 
*    Would like to implement fencing changes.
 
SOCCER (Dave & John):
*    2004 Budget Statement distributed.  Up a bit from last year.  M/S/P.
*    The 2004 season won't overlap with baseball.  Practice may overlap a little.
 
FOOTBALL (Markus):
*    Changes to the rules made:
    *Omit the age, go by grade.
    *Weight is still restricted.
    *2-3 grade is an instructional league - super light midgets.
*    This should allow us to compete with other communities.
*    No fee increase.
*    Parade June 17 & 18.
 
BASKETBALL
*    No Richard.
 
OLD BUSINESS - TAXES:
*    BPAA has never filed a tax return.
*    Fiscal year will be September 1 to August 31.
*    We will use the tax ID number that we have.
*    What helps is we have no payroll and 1099's are in place.
*    We have to become 501C approved.
*    The State has nothing on us.
*    Dan called the IRS and explained the situation (anonymously).  IRS said to just start filing now.
*    Motion:  Start with the calendar year of 09/01/03 - 08/31/04 and file our first tax return as of 08/31/04.  M/S/P.
 
CENTRAL PARK - STORAGE:
*    To construct a building like what's at Central Park (insulated, with electrical and heat, no water, 40 x 60') would
     be in the $80,000 range.
*    Find out if there's space at the southwest corner of Zane Sports Park.
*    Or at Woodland complex, off the maintenance shed.  Electrical is already there. 
*    Consider security.
*    Should we add a surcharge to the player fee to fund the construction...$2/5/10 per player?
*    Wells Fargo would borrow money if we have a tax return.
*    Dan needs to talk to Jay - find out if City would but a slab down, location availability, cost.
