BPAA MINUTES FOR FEBRUARY, 2004
Meeting was held at 7:30 p.m. on Tuesday, February 24, 2004, at
Brooklyn Park Community Center.
ATTENDEES:

* Missing the 2/3/04 transaction for the
appreciation dinner. M/S/P as amended.
OLD BUSINESS:
* BAB1 Parents
The coach was in disagreement with the
official scorebook. The book was correct. The number of fouls was
correct for the player. The coach was ejected from the game because of
league rules - one game suspension. Mrs. Jones sent the e-mail
complaint on January 27, 2004. The following Saturday a special
meeting was held to discuss the situation. Mark Steka (sp?), the
commissioner, wrote a report describing what transpired. Jim Huntington
handles the junior high program and sent a letter to Mrs. Jones explaining
tolerance and/or controlling fans. It's pretty much a judgment call how it
gets handled. We have a Code of Ethics and re-emphasized the rules to both
teams. The game was to have been played in the BJ south gym but because of
water damage it was held in the cafeteria gym, which has closer quarters for
spectators. Racial overtones were discussed and proposed zero tolerance
was discussed. Discussed whether to insert racial and sexual harrassment
zero tolerance into Code of Ethics. John is putting together something of
this nature for his committee. Discussed if anyone disobeys the rules they
are out for the season. Discussed how to decide if someone is at fault -
need two witnesses and a committee member to enforce? Cannot go by
hearsay. We are legislated by the NWSL, governed by special disciplinary
rules. Perhaps implement a new policy for all of BPAA sports.
John will work something out for everyone. Richard says we do have a
sexual harrassment policy which was created 5-10 years ago after a sotball
incident. Ed has a harrassment policy. Everyone should submit
ideas. Referees have the power to eject fans.
BASKETBALL - Richard
* Two weeks left in the season.
* Four incidents.
* Some scheduling problems.
* Feb. 29 is year end coaches' meeting.
* Budget is tight.
* Next year is Richard's last year managing
basketball. Is trying to find/get new people in place.
* Trying to get internet site established for
next year's registration.
BASEBALL - Wayne
* $16,000 balance from last year.
* 605 kids last year.
* Concession stand fee comes out of the
budget.
* Fees remain the same as last year -
$50/$80$110.
* Tryouts will be at the golf dome this year
because of the new turf going in at the Metrodome.
* First registration was Feb 21 - kind of
slow. Accepting mail in registrations, too. Three more registration
dates set up.
* 12 year old traveling team is in conflict as
to who should coach. Still trying to work that out; will update next
month.
* Will try to upgrade the fields again, more
screening, fix the practice batting cages, put an actual cage above, warm up
bull pen on each side.
* To put nets in will be approximately $10,000
for all four fields.
* 2004 budget. Figure in $2
administration fee. M/S/P.
SOFTBALL - Ed & Dave
* First registration was Feb. 21.
* Did a mass mailing to girls that were
registered in the last two years.
* No issues.
* Dan got an e-mail saying to send no more
flyers to Elm Creek cause no kids there are from Brooklyn Park. Mike got
an e-mail from Maple Grove with interest cause there are no Osseo
programs for fast pitch and maybe slow pitch. We'll take kids from
all of District #279.
* Would like to get some netting in gyms for
practice. The kind you can raise/lower as needed.
* Need the wheel at Zane for two tournaments
this year.
* Have some advertising banners up around
Brookyn Park to sign up for baseball.
* Hopefully will be a host city for the state
tournament in July.
* Do we have budgeted money for park
maintenance crews this year? Jay will find out.
FAST PITCH - Mike
* Fee will stay the same - $110. Will
probably raise it in 2005.
SOCCER - John
* Will have budget next month.
* Will propose committee members can have
their kids play free because he needs committee members. Should we
consider this for all sports? Free for kids or flat amount? Richard
has an inventory list of duties people could do - data entry, help with
trophies, stuff envelopes, etc.
CITY - Jay
* Working on scheduling. There is more
interest to rent out fields to outside groups.
* Working on a master plan for Central
Park. The building comes down in August, 2005.
* The City needs to clean up the hill and
east of the hill. Cap hill with 3' of soil. Once okay then will
start overall - late summer or next year. Will need approximately
$1,000,000 to rebuild so will probably do a picnic area building by the parking
lot and picnic area east.
* The Executive 9 clubhouse will be torn down
and rebuilt. Expand the parking. Move the skating rink.
* Will look into other areas for storage,
maybe with other organizations. The state audit is questioning the City's
gifting space to us. The lease was never extended for Central
Park storage. It was a 10-15 year lease from 1969 or so. Never
renewed. There is no lease at this point. The City has land for us
to build on. For example - Babe Ruth has two garages built on city
property. A proposal is to raise registration rates $10 per child and set
it aside for building a storage facility. Starting now. Dan will
check into it.
FOOTBALL
* No Markus.

* Taxes. An e-mail is forthcoming from
Jim Hoskins and will be discussed at next meeting.
